KB5007651 had several bugs where the most prominent one was it was installing daily on the user pc and it was patched, so a new update was provided. You will not be able to install the update which was called back.

You can check there is no longer an update with that -

Windows 11 / Contrast Themes & Update KB5007651 Version 1.0.2306.10002

Update for Windows Security platform - KB5007651 (Version 1.0.2109.27002)

Hi all, just to let you know I got this to work.

- I do not have windows defender, so couldn't do the reset

- I installed the update helper suggested in the first page but it did nothing as far as I can tell

- I switched off my kaspersky but it still kept saying failing

- I changed the settings in the Windows Update Advanced to also pull Microsoft Office Updates and it pulled about 15 updates.

- It still said fail on KB5007651.

- I restarted, to load in all my new office updates. I'm up to date and it says I have installed KB5007651
