Windows 10: "Hidden Window" app is preventing you from restarting

Hello,Windows asked me to reboot today and when attempting i got the message..."Hidden Window" app is preventing you from restartingThis Hidden Window app was green with black swirls and I have no idea what it is or where it came from!!!

Hidden apps?


After returning from long sleep I find the start menu doesn't work. Also, right clicking on taskbar item has no effect.
When this happens I need to restart *Sad

Today during restart I got message that app "Elera" (or something like that) was preventing restart. After restarting I couldn't find this app in the start menu or in Control Panel Progs and Features! I did find a McAfee app in the Start Menu, but it was not in Control Panel list.

What's the deal with these hidden apps? Could be source of the Start Menu problem.

Preventing access to modern app

Ive been tasked with preventing the children from accessing instagram. I've got it listed in my windows hosts file and internet options/security/restricted site but the windows 10 app is still allowing access. Any suggestions other then deleting app which can just be reinstalled?

 

Hard drive/ OS issue
