    Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account to replace yours which may be corrupted. Then if necessary continue with the other steps to go over your install most thoroughly.

    3) Update your drivers and BIOS/UEFI firmware from the PC or motherboard maker's Support Downloads web page, using the full model number, Serial Number or Dell Service Tag on sticker. Compare the latest drivers available for download with the ones presently installed in Device Manager reached by right clicking the Start button. Make sure you have the latest BIOS or UEFI firmware, Chipset, Display (Video), Sound, USB3, Bluetooth, Network and all other drivers, or else download and install the latest now.

    Updating drivers from the Device Manager or Windows Update is rarely enough. The most basic thing we need to learn to maintain a PC is keep the latest manufacturer's drivers installed from their Support Downloads web page. Everything else depends on this.

    4) If nothing else works then do a Repair Install, by installing Media Creation Tool, open tool and choose to Upgrade Now. This reinstalls Windows while keeping files, programs and most settings in place, is the most stable method to advance to the latest version, and solves most problems.     I understand that you are facing an issue with high CPU usage of the regsvr32.exe. In order to get clarity and to assist you accordingly, please reply with the answers to the questions below.

    1. What is the make and model of your system?
    2. Which build of Windows 10 is running on your system? To check that, click on
      Start, type winver and press
      Enter.
    3. Was there any major change or an update on your system, prior to which you weren’t facing this issue?

    The regsvr32.exe or the Microsoft Register Server is a command line utility for Windows operating system. This is used to register an unregister ActiveX objects and DLLs with respect to applications. This is a part of Windows and
    it is needed for the proper functioning of the OS. If there is a high CPU usage due to the regsvr32.exe, then it may be due to an application or a process that is constantly trying to reach the Register Server in order to access the DLL or other objects for
    its appropriate functioning.

    Hence we will need to isolate the root cause of this issue and then proceed with the troubleshooting steps accordingly. To do that I would suggest you to follow the methods below.

    Method 1: Start your system in Safe Mode.

    Safe mode starts Windows in a basic state, using a limited set of files and drivers. If a problem doesn't happen in safe mode, this means that default settings and basic device drivers aren't causing the issue. You can refer the

    Method 2: Checking through clean boot.

    Disclaimer - A ‘clean boot’ starts Windows with a minimal set of drivers and startup programs, so that you can determine whether a background program is interfering with the normal
    functioning of your system. Your computer may temporarily lose some functionality while in a clean boot environment, however that functionality will return when you reset the computer to start normally after you have finished your troubleshooting.
