  1. High cpu utilyzation since recent update

Hi all I'm having an issue with my current instalation of windows where the computer starts off running fine but over time cpu utilyzation continously goes up. Eventually about an hour in it gets to the point where opening up new chrome tab or dragging a chrome tab around or even going into the start menu pegs the cpu at 100% utilyzation.

The numbers however reported by task manager never add up to 100% but the cpu is definitely pegged given the performance slow down. It also seems like every second new open programs take the lead for most cpu usage. They usually peak about about 20 with next most being around 10. Right now I have discord open, 3 chrome tabs which task manager says is 68 tabs, and steam. Sometimes Intel system usagerep ort will come out of nowhere and use 25% for 2 secodns then vanish. It almost seems like the system is assigning unseen cpu usage to other apps randomly.

    Windows build: 19042.867

    --------------------------------------------------------------------

    System Specs:

    i7-4790k

    32gb 1600mhz ddr3 (4x8gb corsair)

    gtx 1080

some samsung ssd as a boot drive (840 I seem to recall)

    -----------------------------------------------------------------------

The wierd thing is as well that I can play games just fine and they only slow down if I tab out and open up a chrome or edge tab or if I try to use anything windows related on the cpu like see task manager or open up control panel or even file explorer.

I couldn't really find anyone else saying they had a similar issue on this build of windows and trying some fixes stated for older builds didn't change anything. I do apologize if i forgot any necessary info, if I did I will do my best to provide any info needed. Thanks!
