Windows 10: High fan noise and CPU usage when idle, huge performance throttle after waking up

Whenever my laptop XPS 13 9310, Win 10 Pro goes idle, it always starts heating up followed by very very loud fan noise. I know it is caused by various services running in the background that are set to only use CPU while system is not in use, BUT I HATE IT!When I don't use my laptop for few minutes in between my working session getting snack, drink, going to toilet, napping, whatever, I want it to go completely silent and invisible, I want to forget about it. When I return, I want to be able to immediately continue my work software development, but the laptop is so overheated, that it is

You also might want to take a look at Dynamic frequency scaling (also known as CPU throttling). Under Windows 10, the CPU is throttled back to 5% when the computer is idle and then gradually goes back up depending on work load. Perhaps the minimum and maximum percentages have been somehow altered from their defaults of 5% to 100%. Or on the Advanced Settings Tab, it might be set to High performance.

To check, follow this path: Control Panel > Power Options > Change plan settings > Change advanced power settings.

Open the pull-down box and select "Balanced". On the list below, expand Processor power management > Minimum processor state.





Click on the word "Setting" and enter your desired percentage. The default is 5%. Note that if "High performance" is selected, the percentage is bumped up to 100%. This may be why your CPU is running fast. You can now retest using CPU-Z.

 

High CPU Usage at Idle

Hey guys, recently my W10 PC seems to be using a fair bit of CPU. I noticed this because my Battlefield 1 fps appeared to have dropped. First thing I did was roll back my nvidia drivers to the previous version, but then I noticed my cpu usage. I seem to be using 35-45% cpu usage at idle. I've never seen it go below 35% (In safe mode its around 2-3%).

Things i've tried:
- Sfc scannow at boot (it found & fixed a few things)
- chkdsk /f at boot
- Stuff from here: Windows 10 High CPU Usage Fixes
- Superantispyware scan

Hopefully someone will be able to point me in the right direction!

Windows 11 - High Runtime Broker CPU/SSD/Fan Specifically During Idle or Sleep

I'm a developer and run numerous developer tools throughout the day. Vscode, Data Studio, Postman, tons of Edge tabs, Teams, etc. While I am using my computer, the fan only comes on rarely, usually while one of these programs is loading.

When I step away from my computer and let it idle, cpu usage spikes, ssd usage increases, and the fan starts going full blast. Task manager shows "Runtime Broker" CPU usage as "very high." If I start typing or moving the mouse, things "go back to normal" and everything is quiet.

The same thing happens when I put the computer to sleep. And similarly, everything goes back to normal when I wake the computer from sleep.

I would like to know - specifically - what is causing this during idle/sleep? I have search indexing disabled. And there is no superfetch service running. I also have a fixed size swap file. And to clarify, I don't want tons of links telling me about high generic ssd usage, or how to fix generic high cpu usage ("one of these 10 things might help you"). I am specifically interested in what runtime broker is doing during idle/sleep to cause this, and if there is any way to disable this idle/sleep pattern and still have my laptop function normally. Considering it stops pretty much immediately after moving the mouse or typing, it seems like it should be related to idle.
