Windows 10: High GPU but low FPS

Hello. Very generally, my issue is that I used to be able to run certain programs and games easily with my GPU, but in the past few months, I've been seeing heavy performance drops. My GPU is at 100% most of the time, my NVIDIA settings are tuned for performance, and as far as I'm aware, my drivers are all fully updated and my disks have been cleaned. I've ran MalwareBytes and checked the processes for any malware, but haven't found anything I also reset the BIOS to this end. I've noticed that my fan doesn't run as heavily as it used to, despite high temperatures, but I doubt this is the cul

GPU Low fps, high load, low temps

I'm having issues with my gpu. Videogames suddenly have super low fps compared to what it used to be like a few weeks ago. There's terrilble fps even at the lowest settings: ~20fps.
Only thing that changed on my system are windows updates. It's version 1903 now.
Normally I'd get good fps and the temp would rise but not exceed 70C.
When videogames run the GPU temp stays around 35C as if it's idle but GPU load is 100%. CPU is around 50% during videogames.

Power saving in bios and windows are disabled.
System is not being overclocked.
No parked cores.
Drivers and windows are the latest update
Virus/malware free

Z97P-D3
i7 4790k @ 4.00GHz
16gb ram @ 666.5 MHz
GTX 560 SE
650W PSU

Random low gpu usage leads to whole pc on 10 and below fps

Hi, I have a pc with specs:

Intel Xeon 2600

Amd rx460

16gb ram ddr3 1300mhz (i think)

Psu cooler master 550W

Windows 10 pro

First when I bought the pc, the fps in game was great and I could list the games such as,

Warzone- 55+ fps

Apex- 70+ fps

Valorant- 90+ fps

Genshin- steady 60 fps

But lately, I noticed when i booted windows, it load so slow and my whole windows is lagging. It couldn’t even load calculator.

So i did some test run on Apex with task manager on,

I noticed that the gpu usage was below 20% and cpu usage on about 60%. And funny, when i flick my gpu, sometimes it will run like normal. The usage on gpu will be back on 90% to 100%. But then for some times it will be on low usage. I did check on all power management and all. I set it to high performance already. And in the amd software i didnt set any fps limit. Oh and also the gpu doesnt run hot. I mean the temperature is even on 52C (usage on 20%). It acted like it didnt wanna run on full performance. (Let you know when it run on high usage, the temp will reach on 70C).

The question is, is my gpu gonna be dead or it is the loose pcie? Or is it the psu that doesnt supply enough power? Because i dont think its my cpu bottlenecking because it runs fine before.

Oh and also i saw an error that says WHEA_UNCORRECTABLE_ERROR in BSOD.

Low Fps Problem

Hello everyone, recently i had low fps on my device when running games. after about 5-10 minutes the fps start to drop from 60 to 10 / 20

reducing graphic don't resolve any problem it just getting worse. I tested roblox on my laptop and the fps low when running 5-10 minutes after but when i test with my friend laptop who have lower specs than me and the laptop running stable 60 fps on high graphics the laptop doesn't even have exhaust grill to push the hot air out. Is it driver problem? or my devices? lmk
