    High system ram consumption with no applications running


    I own a HP Envy X360 and have 16gb of ram. Having 2 times more ram than my old computer, it is barely performing better. After rebooting, the ram is sitting at around 30-40% used, looking at the user tab, the processes are only using about 1 gb, 2 at most when i do have some start up apps running, and there is 5 to 6gb of ram that I just seemingly don't have access to. Effectively turning the 16gb into around 10gb. Is there a way to fix that without having to spend money on a stick of 16gb for 24gb? Other 16gb laptops running windows 11 doesn't seem to have this issue.
