Windows 10: Highly persistant update error 0x80070005 - Version 20h2 update.

This error appears every time I attempt to update to Windows 10, Version 20h2.
I have a persistent notification telling me to restart my computer to install the update, this of course has no effect.
The update error 0x80070005 is shown in the check for updates part of system settings. I have re-downloaded the update 8 times. 9 times in the next hour

It's difficult to compile everything I've done over the past 18 days of this issue, but in an attempt to summarize:

- I have reset all registry, file and service permissions using a Repair Windows tool and Winoptimizer.
- I have repaired windows updater both with the CMD and a Repair Windows tool.
- I have ran various malware and cleaner tools.
- I have tried both the separate Windows updater app and the media creation tool.
- I have deleted every SoftwareDistribution folder.
- I have deleted $WINDOWS.~BT in the C drive.
- I have ran windows update troubleshooter many times.
- I have ran SFC through the CMD.​

I have not reset windows as this will uninstall my work programs, this is not a possible option for me currently.
Does anyone have any ideas? I've exhausted mine and what I've seen of Googles.
