Windows 10: Home Network Hacked and Hijacked Repeatedly

My home wifi system, which only has a few devices on it, has been repeatedly hijacked, monitored and hacked. At one point I am pretty sure they actually moved the admin role to a virtual system device. I delete their changes, reinstall Windows and they come back. I called Spectrum internet about it also. A tech there actually told me that on the same day that my internet was turned on at my apartment, someone set up a hidden mobile hotspot on my account and a device that automatically had logged onto my wifi at the exact same time I logged on using either my work and/or home computer. Another question, is this on a home network or a work network? The steps @eidairaman1 listed are always a good first step. If this is on a work network you manage, I'd be much more concerned than the home one. It is possible someone is screwing with you, but malware could also be the culprit.

Browser hijackers don't show this kind of behavior and more could be going on. Normally I don't suggest Resetting your computer but in this case....
