Windows 10: Horizontal band across bottom of laptop screen

When I turn on the laptop HP Pavilion, I am getting a broad horizontal band across the screen, which stays there all the time. It is located at the lowest part of the screen where a taskbar would normally be, and it is about twice the size of a task bar. How can I get rid of it please?

Black horizontal lines appearing across laptop screen

Took delivery of a brand new laptop yesterday with the following specs:

Unpacked it, started using it, only to find black horizontal lines appearing across the screen sporadically. I updated all drivers, downloaded and installed all Windows updates but to no avail. Screenshots:

Some points to note:

• I had the laptop connected to the TV screen and the lines appeared on
  the TV as well, thus suggesting it's not a screen issue.
  
• Because it's a sporadic and somewhat rare event, I can't say whether
  the lines appear during a particular operation/screen or
  anytime/anywhere.
  

I've done a bit of poking around on the net and found that usually the culprit is the graphics card, but not sure. Any suggestions?

 

Laptop with broken screen How much?

I would like suggestions and look in local stores. I dont wanna buy a laptop from someone online. Sorry. But could be a good idea if you asked him about the performance on older games. Gonna make a list ofall laptops people suggest me.

Remove the screen for space purpose here its small desk and if the screen is opened it will hide my 22 inches lcd
