Windows 10: Hotmail account

I had to create a new Hotmail account through Microsoft cause my old one got hacked and I wasn't able to get anyone at microsoft to help me fix it. My new one is working but I'm unable to delete my old account because I can't sign into due to the account being hacked. Any suggestions or a actual phone number where I can talk to a live agent. I got through to 4 different agents. Who all said they would give me a call back to help me fix it. And no one ever did. I've been waiting a week so I went ahead and created a new account. But my old one is still in there, so I'm not able to get any of my
