Windows 10: Hotmail Hijacked and Being Used To Steal My Identity

My Hotmail account was Hijacked a few years ago. I've tried to reset the password multiple times over the years and I can't. My info on recently emailed addresses etc is outdated as the Identity Theif has been using my account to take out payday loans and credit cards in my name using this Hotmail account I am locked out of. They even put a photo of me on it they stole from Linkedin. I need to get in touch with Hotmail security, but there does not seem to be any way to remedy this issue. How do you get in touch with the fraud department?

How to sync using Hotmail

I have followed all of those instructions at the link you provided. I imported all of my outlook contacts to my hotmail contact list. Both lists now show in outlook and they were identical after the Import. I then deleted one contact from my local outlook
and that delete DID NOT propotate to hotmail. So my local outlook and hotmail contacts do not automatically sync.

Also, my hotmail account is specified in my Windows Phone 7 but the contact list will not sync to my phone (although this once worked). Also, as an aside, I specify "basic logging" in the phone but I can find no log. Where is it logging to?

Do you have any suggestions?

After reading what you went through I would strongly suggest you read the advice of Monkey57 and try his steps. Normally

Browser hijackers don't show this kind of behavior and more could be going on. Normally I don't suggest Resetting your computer but in this case....
