Windows 10: Hotspot enabled/connected but cant connect

Ok, i see how people respond back to one another and im hoping to get some. I bought a laptop and connected to it fine via bluetooth using my note 8..it forced me to do an update and afterwards i spent days trying to get rid of that yellow triangle of death. I ended up doing a hard reset..i can now connect to the internet but when i try, it says im not connected. Im trying to do this by my hotspot on my phone and not bluetooth although i have connected using bluetooth but only getting the same results. Ive fandangled in adapter settings and properties, fiddled in the BIOS, troubleshooting which says im connected to internet but still cant connect..

first of all, try restarting the PC and try again.Otherwise, follow this procedure: Go to network connections, access the properties of the network adapter connected to the internet> Sharing tab, enable Internet Connection Sharing and confirm by pressing
OK. (Skip this step if Internet Sharing is already enabled). Return to the Sharing tab and disable Internet Connection Sharing and confirm by pressing OK.
Enable the mobile hotspot from the Settings panel and try again.

Note: When using the mobile hotspot, the checkboxes on the Sharing tab must remain unchecked, otherwise the mobile hotspot will not work

Got it.

This usually happen if Internet Connection Sharing was not enabled. To do this, follow these steps:

• Press Windows key + X and select Network Connections.
• Please note that at this point, your hotspot connection should be showing here
• Right-click your internet source, which should be Ethernet.
• Select Properties.
  
• Click Sharing.
• Check the Allow other network users to connect through this computer's Internet connection option.
• Under Home networking connection drop-down menu select your
  hotspot connection name.
• Click OK.
