Windows 10: how can I add a black margin around one of my monitors?

maybe this is a strange request. My tv that I use as a second monitor has a roughly 480p resolution, and something that it's always done is cut off the sides of the screen. No matter what, it always zooms in what's on screen and there's no way to turn it off in the options. So, since this always limits some of my view, is there a way to reduce the size of this display artificially? Like to literally shrink the windows output? maybe through some third party software? I cant find anything at all on google for this issue.

Black margins surrounding screen

Woke up yesterday to find inch-wide black margins around my screen and poor resolution. Have attempted updating graphics card, changing resolution and messing with external options on monitor, all to no avail. Running Windows 10. Any thoughts?

I understand the you have tried to resolve the issue and tried many steps. I really appreciate your efforts in resolving this issue. As you have mentioned that switching the cables make both the monitor
work so I believe its not the driver issue. I would suggest you to try connecting another cable and check if the issue persists.
