Windows 10: How can I change the system language?

I bought a new laptop in China recently but at the first startup I picked Chinese as the system language thinking it could be changed to English later.It turns out I was wrong, the system seems to support only one language so I am struggling to change everything to English now. Wondering if buying a new Microsoft windows, which costs £120, and reinstall the entire system is the only option I have?Could someone please kindly help me with the issue? Thanks.

Went through the steps 1 to 5 and then 7.

After restarting, checked; still, Tamil is not found in the list of languages for 'Change System Locale'.

(In fact, I had done this before raising this query. On reading your reply, I removed Tamil and went through the steps as listed above in my reply. Since the language pack was already installed, I didn't have to do the step-5; the screen also indicated that
the language pack is already there.)

To assist you better I would like to know, what was the base language for your previous Operating system?



I would suggest you to follow the below steps and check if it helps.

Step 1: Remove the Existing language.

  Press Windows + X on your keyboard.
  
• 
  Select Control panel.
  
• 
  Select language.
  
• 
  Click on the Option adjacent to the
  Existing language.
  
• 
  Click on remove under input method.
  

Step 2: Add English Language.

• 
  Press Windows + X on your keyboard.
  
• 
  Select Control panel.
  
• 
  Select language.
  
• 
  Click on Add language.
  
• 
  Add the English language from the given list.
