Windows 10: How Can I Create A New Administrator Account or Enable The Built-In One On A Drive Locked...

Here is the situation:I have been tasked with repairing a laptop that has BitLocker enabled, unbeknownst to the owner who is unfamiliar with the technology. The device was previously on a domain but has since been removed and is now on a Workgroup. A local account was created, however, the account type was not changed to Administrator and the built-in Administrator account is not enabled. As a result, the device is now stuck on a Standard account. The owner is concerned about losing their files and programs and does not want to format the device to reinstall Windows. Settings can't be opened using the built-in administrator account


Hello,
Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

Follow the steps below to change the new user account to administrator account.

• Press Windows Key + R key.
• Type netplwiz and press Enter key.
• Click on the account that you have to give administrator privileges.
• Click on Properties and then click on Group Membership tab.
• Now select Administrator option and click on Apply and
  Ok.
• Restart the system and check if the issue is resolved.

can not enable administrator account

I suggest you to enable Built-in Admin account and create a new user account and check if issue persists on the new user account:

Please follow the steps given below to enable Built-in Admin account:

• Insert the Windows 10 installation DVD in the DVD ROM and restart your computer.
• After you boot your computer using Windows DVD or System Repair Disc, a black screen appears with gray text "Press any key to boot from CD or DVD". Press any key.
• Select the correct time and Keyboard type.
• Click Repair your computer in the lower left corner.
• Select Troubleshoot from Choose an option screen.
• Click Advanced options in Troubleshoot screen.
  
• Click on Command Prompt.
• Type: net user administrator /active: yes

Note: If you do not have Windows 10 disk, refer to the article below to create a media:

Now login to the Built-in Admin account and create a new user account. Refer to the steps to create a new user account:

• Press “Windows Key + W”.
• Type Users in the search box and select “Users” option from the left panel.
• Select “Add Users” under “Other users” option.
• Add the user profile details.
• Then login to the new user account and then check if this fixes the issue.

Note: Please follow the same steps and type net user administrator /active: no to disable admin account after the troubleshooting is done.
