Windows 10: How can I create a pin if my laptop won't let me ?

My laptop won't let me sign in if i don't make a pin and every time i go to make a pin it says an error has occurred and I don't know how to fix this.

Hi Kevin,

To resolve your concern about creating pin to your computer, we suggest that you follow these steps:

• Navigate to C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC (click to get permission when prompted).
• Delete the contents of that folder (delete everything in that folder, but leave that folder and everything above it).
• Go back to settings, accounts, sign in options.
• Your non-working pin will now be gone, and you can just click 'add a pin' and set it again.

Hp laptop screen won’t display except occasionally

I would like to note that step 20 comes up with no files. Perhaps this could be the source of the issues?
