The keyboard combination Ctrl + Alt + E or Alt Gr + E is not working to input the Euro symbol

I tried formatting the computer and it was fixed for a while, but after less than a day of use it has been removed again. Everything works normally except the € symbol when trying to use it with Ctrl+ Alt + E or Alt Gr + E, this is hopeless. It is a symbol that I use a lot in my day to day life.

 

Pressing Ctrl+Alt+P shows up print page popup window for no reason(can't turn it off).

Hello, for few days now, I've been having a very annoying issue with this particular shortcut Ctrl+Alt+P that didn't happened before. I use SK(Slovak) keyboard layout and pressing "Ctrl+Alt+P" used to write a ' symbol that I use when writing in English. Few days ago, for absolutely no reason or any change on my side, this shortcut started showing up a print page popup window in all of the browsers on my pc (tried Edge and Chrome) which made me unable to type a ' symbol when writing, which was very frustrating and annoying to deal with. Thankfully, a shurtcut Ctrl+AltGR(the right Alt on my keyboard)+P still works, but switching to this layout is definitely not the solution here. Now if I press Ctrl+Shift+P a message inside the browser pops up saying something like "This shortcut was changed. If you want to print via print dialog window, use shortcut Ctrl + P." - that's my translation. And sure enough, pressing Ctrl+Shift+P also triggers print dialog popup window right after that message pops up in my browser. Just ridiculous situation that's driving me crazy every time I have to use ' symbol. I also write code which includes tons of these symbols at times. Any ideas what this could be? Any feedback is very welcome.
