Windows 10: How can I download Microsoft Visual C++ from scratch???

I've been trying to download this Steam game "Chained Together" and it says I need to download Microsoft Visual C++Runtime and asks if I would like to download it but it doesn't work. Screen says:"One or more issues caused the setup to fail. Please fix the issues and then retry the setup. For more information see the log file.""0x80070641 - The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance."I've tried clicking on the Microsoft link to download the latest version but it did not l
