Windows 10: How can I ensure volume hotkeys increase by a constant number?

The volume hotkeys increase by a constant 2 until 40, at which point they appear to change by no rhyme or reason something to the effect of 2 3 1 2 1 4 2 1 2 2 3 2 2 1 3 2 3 2 3 3 2 1 3 2 2 3 2 2. I assume there is some reason for this, but it seems like either pure lunacy or intentional rage bait. Is there any way to ensure that the volume always increases by a constant number, like 2?

So I wanted to activate my debug screen in java edition mc, but when I press F3 it increases the volume. Can I change the volume hotkey in win. 10 to something else? (pause, end, etc.)

 

Playing Music at Constant Volume?

I suggest using MediaMonkey to which you can analyse the track volumes and then lower them to increase them to what you want. That way all your music will be at the level you set it at.
