Windows 10: How can I fix crucial background applications from preventing my pc from shutting down?

A background application is preventing me from just being able to shut down my PC. I just bought a new pc, booted it up,did all windows updates, drivers, etc. When I went to shut it down there was a background application that didn't let me shut down.Checked the task manager, alt tab, etc but didn't see anything other than the weird windows programs running in the background. After some searching, I opened a Run dialog box and ran "eventwr.msc". in Windows logs>Applications I found what was causing it:Winlogon --- Windows logon process has failed to terminate&

control which apps are allowed to run in the background. To see which apps have permission, just follow the below steps:

• Open the Start menu or Start screen and select “Settings.”
• Click or tap the “Privacy” icon in the Settings.
• Scroll down to the bottom of the list and select “Background apps.”
  
• You’ll see a list of apps that have permission to run in the background with an “On/Off” toggle.

Just bear in mind that, apps normally run in the background to update their live tiles, download new data, and receive notifications. If you want an app to continue performing these functions, you should allow it to continue running in
the background.

Program Manager is preventing shut down

PC will not crash. but the program manager is running background and might allows to shut down for a few seconds later.

There is a settings in group policy editor to hungup running programs to prevent a shutdown. i forgot were is located.

Also i suspect that program manager application is installed by third-party applications
