Windows 10: How can I fix hyphenation bug in Notepad and filenames

When I type in cyrillic language in the Notepad simple native app, also when I rename files, my Windows 10 22H2 splits the words at the end of every line of text letter by letter without any rules of hyphenation. Google search gives me nothing except not relevant stuff about MS Word. Latin-symbol texts like in English are not affected. I will try to attach a screenshot.Thank you!

How to make windows select whole hyphenated word on double click

I have seen this question asked elsewhere with no conclusive answer. I currently have Windows 10 and I would like to change the selection behavior that happens when I double click a word that contains a hyphen in notepad, Word, chrome, or, as far as I
can tell, any program running under Windows 10. Currently if I try to select a word like foo-bar by double clicking either foo or bar the result is that only the part before or after the hyphen is selected, but never the whole word including the hyphen. I
would like Windows to treat a hyphen like any other character and on double click select the entire word from space to space including hyphens. I read some suggestions related to East Asian Language packs, but I have only English installed. I'm hoping that
someone has another suggestion. Please help!

I suggest you to follow the steps provided below:

• Open Task Manager. Here’s a tip: press CTRL+SHIFT+ESC.
• Click on Startup tab.
• Select Notepad from the list and click on Disable.

I followed your suggestion but wasn't able to find Notepad listed on the startup. There are some listed as program but don't know which ones it could be.
