Windows 10: How can I fix my laptop not officially restarting

I tried restarting my laptop Some HP unknown model and it has the error "Failure to security and shut down options: The sign-in process couldnt display security and sign-in options when Ctrl+Alt+Delete was pressed. If Windows doesent respond, press Esc, or use the power switch to restart." And it has the restarting screen behind, its been restarting for 30+ minutes, and nothing is happening. I have an external flashdrive I downloaded COD on, and tried updating my GPU and CPU drivers earlier.

That's what the auto setting will do since you're over the 1333 mark it jumps to the next step which isn't listed or officially supported I assume by that ram.

At this point though I would suggest dropping the multi one step or .5 so that we can get something stable and possibly take the heat issue out of the picture for now.
