Windows 10: How can I fix my monitor occasionally dropping frames?

This has been an ongoing issue since November of 2022, to the point I've started using my TV as my main monitor, and having the jittery monitor plugged in as a second screen.The monitor only seems to lag if there's a game on the screen, so things such as DDLC and Friday Night Funkin' cause these issues to happen, while Opera GX or Google Chrome don't seem to cause this issue.The TV doesn't cause any issues whatsoever to do with dropped frames, and when the issue does happen, I've seen that very little change in hardware usage stuff such as CPU, RAM, GPU.Edit: The monitor will also occasional

External monitor causes frame drops

My external monitor causes frame drops every 10 seconds. It is really annoying for me cause I like to play rhythm games. I have tried a lot of things. Updating drivers, changing settings with my external monitor but nothing worked. Can someone fix it?

(It happens in only 1 program, geometry dash)

 

Frame drops while playing video on second monitor

So, this is driving me nuts. I've got a dual screen setup where I run my other 1440x900 monitor off my processor's integrated graphics. Every time I'm watching a stream or watching youtube or a movie on the second monitor, the game that's running on my primary monitor suffers a drop of 15 to 20 FPS. That is a very significant drop on a system that shouldn't be experiencing any kind of trouble with that setup by any means. Does anyone know what's causing it and how to fix it? I've got proper up to date drivers for both my GPU and Intel HD. Both processor and GPU utilization percentages and temperatures are within normal parameters.

Ethernet Connection Occasionally Drops

On occasion my ethernet connection drops and an auto-configuration address gets assigned by Windows 10. I purchased an ethernet card thinking the problem with the ethernet that is built into the motherboard, but the ethernet connection still randomly drops. The ethernet connection will randomly start working again. Yes, I disabled the onboard ethernet in the BIOS, so conflicts would not be an issue. I have no idea if the issue can be fixed or not. I have had this issue since I purchased this used computer in 2019. If it is the motherboard, then I will just live it with until the computer is replaced. I realize the issue is probably not easily fixable, but any suggestions will be appreciated. The DNS shown is the DNS of my VPN provider. Let me know if you need any other information.
