Windows 10: How can i fix my processor always stuck at 0.38 - 0.40 ghz?

This is my first laptop and i bought this used but everything felt really slow. I checked task manager and the cpu was always stuck at 0.40 sometimes 0.38 or 0.39. I have been using it like this for 6 months.Things i want to point out:• Laptop fans are always going full speed whether i am idle or playing games both on battery and charger• Laptop heats when doing light task.• Finger print stopped workingThings i have tried to fix the issue:• Unplug charger• Set minimum and maximum processor state• Trying ryzen controller• Changing intelppm to 1 cpu got stuck at 2.10ghz but performance was

Hello everyone, Windows Update has been stuck at 0% every time I've tried in the last couple of days (see screenshot). These are the two updates available:

• Security Update for Internet Explorer Flash Player for Windows 10 for x64-based Systems (KB3103688).

• Cumulative Update for Windows 10 for x64-based Systems (KB3105213).

 

KB3074678 stuck at 0%

Hi all,

Been trying trying to install updates for a few days now only to be stuck at 0%. Here's the list that I'm currently waiting on. Anyone have any suggestions?
