Windows 10: How can i fix the the feature that you are trying to use is on a network resource that is...

I recently downloaded a new game from steam and was very exited to play it. When i installed it and opened the game it said it needed to download some apps to work and when it was downloading a Microsoft visual C++ runtime the error inserted in the image showed. The same error has been happening in other games i try to play as well and it is making me sick. How can i fix this?

I was downloading an update on my computer for razer synapse, and while downloading my computer crashed and ever since then I cant open razer synapse and i cant uninstall it at all. when i try to uninstall it says "The feature you are trying to use is on
a network resource that is unavailable."

I'm on windows 10. anyone know how to fix this on windows 10? can only find answers for windows 7.
