Windows 10: How Can I Fix This Stuttering Issue That Occurs During Gaming and Videos?

Simply put, I have never had this issue occur until about a week ago. I have not downloaded anything out of the ordinary, my graphics driver is up to date, my chip set is up to date. Please help me. About every 15 minutes my computer will "stutter". For an example, consider I am playing a video game. I will be moving fine, then all of a sudden, the audio cuts for a quick second. Then everything on my screen freezes. And then about 3 seconds later, everything "snaps" back together audio and visuals. The same thing occurs when I am watching Netflix or any other streaming service. Please help as this as cost me several Crowns in Fall Guys as well as my sanity.
