Hello my Windows Randomly didnt boot and sent me to automatic repair didnt work so i just went ahead and just restarted my pc and now im getting a Install windows error “ windows could not determine the language to use for setup. Error code: 0x80004005 i need my pc for work and this is slowing me down i need help

1. First of all, I am using Windows 8.1, but I want to switch to Windows 7 Pro due to the decrease in performance. However, I constantly get the error Windows could not determine the language to use for setup. Error code 0x80004005. I have tried everything but it does not work. Windows could not determine the language to use for setup. error code:0x80004005

I was on windows 11 and used it like a month or more but wanted to shift to windows 10. So, I downloaded it tried to install it but it didn't install so I reset my pc and it's stuck at preparing and there’s a pop-up saying windows could not determine the language to use for Setup. Error code : 0x80004005

I badly need to use the my pc. How can I fix it? Please help.
