Windows 10: How can I gain the permission and access C:\Documents and Settings if I INSIST

I know this is a junction point to C:\Users

But, unlike some other junction, this junction denied all direct access.

fantastically I can access C:\Documents and Settings\Admin actuallyC:\Users\Admin


So, here is two question below.

1. How exactly did Microsoft create such an unaccessable junction?For example, like, IF I am going to create another junction unaccessable, just likeC:\Documents and Settings, What steps should I follow? I need some informations.


2.How can I transfer this junction into accessable, just like junction C:\Users\All Users?

Windows 10 Access Denied - Documents and Settings

Using a Dell PC and a Toshiba laptop.

Wireless in-home network.

Changed from Windows 7 to Windows 10.

If I try to open the files G B-P suggests above--C:\Users\Owner\documents, or using my name instead of 'Owner'--access to Documents files (not MyDocuments) is NOT allowed.

I have gone through the steps for sharing and adding permissions, but as Administrator and Owner, as I certainly am, I cannot access files that I created myself.

 

Getting access permission

Everytime I run a malware scanner, it returns the same PUPs, so I though I would manually check, but I am denied access to \ProgramData\ApplicationData\ and told to fix that in Security. That in turn lists four entities that might get permission. When
for simplicity, I chose "Everyone' there was an error. The description of the other three leaves me puzzled. Could I get a clear step by step procedure to gain access ? There is only one account (with administrator privileges) and there are no other users.

When I attempted to edit the administrators permission, I tried all this and at the end, item 9 I received the message "An error occurred while applying security information to: C:\Documents and Settings Failed to enumerate objects in container. Access is
denied."

I am using Windows 10 home and need access to copy my user data such as favorites.
