Windows 10: How can I get data in inaccessible Microsoft personal account removed?

I have a Microsoft personal account with domain, outlook.com., Going to www.live.com to log in redirects to https://outlook.live.com/mail/0/ which opens the web UI for Outlook, logged into an account I cannot log into directly attempts generate an error saying the userid does not exist. The userid is of the form: outlook_2CFFE032456****@outlook.com. Clicking on the gear icon in the upper right area opens a page. Clicking on the Account icon on the left shows an elaim account with that userid. Clicking on Manage shows Email account details with that userid. The Deleted Items folder has a bunc

Remove account

I suggest you backup your personalized files first before removing the account.
To delete an account, follow these steps:

1. Press WIN + X keys and click Command Prompt (Admin) from the menu.
2. Type the following command and press Enter. Replace test with the name of your sister's account. Code:

 

Microsoft Account-Remove Cloud Backup of Personal Settings question

Hi,
I looked at my Microsoft Account and under the Devices Menu at the top for my PC I noticed a More Actions dropdown list saying Remove cloud backup of personal settings which talks about turning off syncing first and then clicking on Remove button and then removing the PC from the backed up devices in OneDrive which is never listed in Windows 10. There is also another option in the More Actions dropdown menu for the PC in my Microsoft account saying Remove PC.
For what purpose would you use these two options ? (Remove cloud backup of personal settings and Remove PC)

Bullshit. 2 step verification and purchase orders requires an account of course, but virtually everything else can be performed with local data storage in the browser. Companies don't want to do this of course, but it is possible.
