Windows 10: How can I get my account back with no backup?

Hi, one of my microsoft accounts is blocked by the authenticator. The issue is I have reset my phone and had to redownload the app, but unfortunately I cannot log back into it as my account has no back-up and I have lost all of my back-up codes as well. What can I do to get my account back?i have tried everything it has told me to do but since my app is lost I cannot get back into it in any way.

• Sign into the same Microsoft Account used for the backup creation.
• When prompted to use a backup to restore the handset, select the desired backup and hit ‘next’ to continue with the process.
