Windows 10: How can I get my computer to boot into safe mode?

I reset my computer because I was going to sell it but it didn’t erase everything since it still has my wallpaper and my account on the Home Screen. I can’t login to my account tho because it keeps showing up with an error The User Profile Service service failed the sign-in. User profile cannot be loaded. and shift+login isn’t booting it into safe mode and neither is pressing f8 when booting up. I just want to reset everything so that nothings on it and it’s a fresh version of windows. Any idea what I can do?

Cannot Enter Safe Mode / Computer boots normally

I'm running Win 10 Pro 1903.

Here are the steps I have taken to get into safe mode: Start button, settings, update and security, recovery, advanced startup, troubleshoot, advanced options, startup settings, restart. The computer boots normally, not in safe mode. Any suggestions would be most helpful. Thanks in advance for your help and interest. .

I am stuck in Safe Mode in spite of following all the suggested steps to go back to Normal Startup - Like opening file location of msconfig.exe & running as Administrator. The computer I am trying to get out of safe mode has just been updated from Windows 7.
