Windows 10: How can I get the KB2996928 hotfix for Windows Server 2012 R2?

I can't really install the whole update pack that KB2996928 is in since it requires server restart. Is there a way to just download and install KB2996928?

I have purchased the product key of Windows Server 2012 R2. Now the server is on Windows Server 2012 R2 Evaluation. I found a few links there they explained on how to convert from Windows Server 2012 R2 Evaluation to Windows Server 2012 R2 with valid product

Is this a correct way to do? If I follow this step, will my data be erased?

I want to avoid formatting/fresh Windows install because there are some software in the server that we do not know how to backup. We just want to get it activated now, backup will be sorted out later.

Windows 2012 r2 hotfix for encrypted files allowing user access

For Windows 2012 r2 there is or used to be a hotfix for files encrypted not showing an add button in properties to add user access. I need this hotfix. Is it still available?

The MS support web page for this is

You cannot add other users to access an encrypted file in Windows - Microsoft Support

but clicking on "update available" states that it is no longer available for Windows 8 and to upgrade to Windows 10, but I need it for Windows 2012 r2.
