Windows 10: How can i keep delivery optimization from using all my internet?

I have really slow internet 1 - 5Mbps and i set it as metered connection as well as paused updates for windows and set delivery optimization to 5% of bandwidth, but it still uses up all my bandwidth, like when i play games online my ping will got from 60 to like 1000 so i have to have task manager open on 2nd monitor so i can kill it as soon as that happens but it comes back every couple minutes

• Is this the first time that you encountered this concern?
• What troubleshooting steps have you tried so far?

In the meantime, we suggest that you turn off delivery optimization. Here's how:

• Click on Start menu.
• Go to Settings.
• Select Update & Security.
• Click on Advanced options.
• Select Choose how updates are delivered.
• If you don't want to download updates from PCs on the Internet, select
  PCs on my local network.

Once done, kindly check if you will still experience the same issue.

You may also try to disable Service Host: Delivery Optimization by following the steps below:

1. Type in Win + R to get the Run box.

2. Enter services.msc then click OK.

3. Then search for Service Host: Delivery Optimization.

4. Right-click then click Properties.

5. Under Startup type, select Disable.
