Windows 10: How can I make windows remember my settings for my mouse?

When I boot up my pc my Mouse settings always reset to 10 sensitivity with enhanced pointer precision turned on, I do not like or want this, I am much more comfortable with 7 sensitivity and enhanced precision turned off but without fail every single time my pc is shut down or restarted windows reverts this and other settings back to default, how can I make windows remember my preferences? And before you ask, Yes remember my preferences is turned on in windows backup settings, this setting from what I can tell is pointless and does nothing.

• In the right pane, click on Additional Mouse Settings.

• Type Mouse and Touchpad Setting in Search and hit
  Enter.
• Change settings as per your requirement; click on Advance mouse options.
• Change settings under Buttons, Points, Pointer options, Wheel.
