Windows 10: How can I prevent user access to Proxy Settings on Windows 10?

Hello, I have tried to prevent access to the proxy settings specifically the "Manual Proxy Setup" settings using the Registry Editor without luck Proxy, 0 -> 1; ProxyPerUser, 0 -> 1.Does anyone know a foolproof way to do this? Thanks.

To create a test user profile, follow these steps:

• Choose Add someone else to this PC.
• Click I don't have this person's sign-in information.
• Click Add a user without a Microsoft account.
• Name the user as TEST and then provide a password.

To set up a proxy server in Windows 10, you may follow the following steps.

• Press the Windows key and I to open
  Settings.
• Click on Network & Internet.
• Under Proxy you can either Automatically set up a proxy or
  Manual set up a proxy server.

It is possible that there is an issue with the settings of your proxy server. Kindly check the proxy settings to verify if it is correct. To access the proxy setting, follow these steps:

• Select Network & Internet.
• On the left pane, choose Proxy.
• On the right pane, under Manual proxy setup, check if the data inside the
  Address and Port are correct. Also, make sure that
