Windows 10: How can I reboot my company presario cq57 when I can’t access the startup or settings

Won’t load just pops up blue windows and says attempting to reinstall previous windows and goes black

• Did you make any changes prior to the issue?
• Are you trying to say that you are not able to access any apps?

I would suggest you to perform a system restore to an earlier date prior to this issue.

Recovery options in Windows - Microsoft Support

  In the login screen, hold the “Shift” key and click on
  power icon and click on Restart.

  Click on System Restore and follow the prompts to restore the system.

access BIOS settings in Win 10

I have an 8-year old computer running Win 10. I need to access the BIOS settings. It used to be the holding down the F2 key during startup would bring up the BIOS screen in Windows computers. But this no longer works. A web article listed a complicated
series of steps leading to a reboot . . . but still no access to BIOS. Any suggestions?
