Windows 10: How can I recover permanently deleted folders from recycle bin on my Surface?

I permanently deleted my iTunes folder after moving it from my C:\ drive to a newly installed D:\ drive. I've lost my playlists and music and need to recover the original folder. Any help is appreciated.

Once you delete files from the recycle bin, it will automatically go to the second-stage recycle bin. Here the files will be retained for another 30 days.

To recover files from Second-stage Recycle Bin:

sign into Microsoft OneDrive - Access files anywhere. Create docs with free Office Online.

Step 1: Navigate to the ‘Recycle bin’.

Step 2: Click on the ‘Second-stage recycle bin’ option.

Step 3: After that, select the files that need to be recovered and click on the ‘Restore’ button placed at the top of the screen. All the selected files will be restored to its original location.

I appreciate the help. The suggestion was not useful to me. I would appreciate more suggestion both regarding recovering deleted email from the deleted item file and/or Recycle Bin (for Windows 10).
