Windows 10: How can I restore my upload speed which is suddenly very slow?

My situation is different than many of the other posts on this topic. I have a Dell XPS 8930 x64 plugged directly into my Century Link modem. Normally, I get speeds of around 930MBps upload and download. Yesterday, suddenly my upload speed dropped to below 2MBps. I assumed the ethernet cable wasn't at fault since the download speed is still excellent but tested it anyways on my laptop - upload and download speeds were the same - around 100MBps. When my laptop is connected via WIFI, download speed varies but usually around 300MB download, 700MB upload. Similarly, my phone also has excellent up

LAN Upload speed suddenly low

My LAN upload speed suddenly (after Windows update) dropped to 1 Mbps. The normal upload speed should be around 60 Mbps. The download speed is still normal (about 600 Mbps). The wireless speed hasn't changed, it is still working well. This upload speed drop happened on one computer only. All other computers have full download/upload speed. Therefore, the network is working well. I also checked the cable, and the same cable on another computer works perfectly.

I tried to fix the problem by following all suggestions in the thread LAN Upload speed suddenly extremly low - Microsoft Community.

I tried clean boot, Windows repair, BIOS update, driver update, network reset, nothing helped.

After a winsock reset (netsh winsock reset), even the download speed dropped to 30 Mbps and it took me several hours and a lot of luck to get back the 600 Mbps download speed. However, the upload speed is still less than 1 Mbps in average. It starts with 3 Mbps and falls down to 0 during the speed test.

Any help is welcome.

I'm embarrassed I didn't think of plugging the ethernet into another computer. Anyway, the result is that the speed on a laptop with the same cable is 91 Mbps download, 39 Mbps upload.
A couple of other puzzles: One is that the download speed on my desktop was around 900 Mbps, which is insanely fast, but the upload speed was under .2 Mbps. Now, after going through several of these iterations of remedies, the upload speed is still extremely slow, but the download speed is now around 32 Mbps, which is about 4% of what it was. But to my surprise, with a download speed of around 30, I don't notice too much difference for what I do. Anyway, awaiting your next suggestion.

With regard to re-installing Windows 10, even with keep my files this seems to be way over the top, as it removes apps and drivers. I find that a bit terrifying.

Thank you for updating me with that information. I found nothing unusual on the said list.

Have you checked your other devices like phones if still getting the same download and upload speeds?

Please try to connect your computer to your phone's mobile hotspot then run a speedtest.

Please try the last suggested method in my previous response and let me know how it goes.
