Windows 10: how can I send my personalization settings to a report?

I am using windows 11 on two laptops. One has my personalization settings perfect, and the other is unable to do anything - themes, colors, etc. How do I print my settings on the laptop with the right information so that I can put that information on my other laptop? I tried highlighting page and clicking print, I tried print screen. Nothing works.

• Right-click your mouse on your desktop.
• Click on Personalize.
• Select Colors.
• Click on High contrast settings.
• From the drop-down menu, select None.
• Click Apply.
• Reboot the PC for the changes to take effect.

It used to work fine and I did not change anything.

To solve the issue, I tried to delete the files in the family settings folder per another person's suggestion, but they won't delete because they are "in use by another program."
