Windows 10: How Can I Stop Photos.exe from running in the Background?

I am using Windows 10, 64 bit Home Edition. For the last month or so, and despite shutting this OFF in the settings: ... photos.exe continues to run in the background and I have had to shut it down manually via the Task Manager daily, sometimes more than a couple of times a day. I work a lot with graphics, so you can see how this can get annoying very quickly. I don't use Cortana, no desire, have never used it not even once - and it is also disabled under the "Background Settings" listing - I'm only mentioning this as I need a solution that does not require the enabling/activating of Cort

We understand that not all of users are using the Photos app on Windows 10, if not very often. If you don't want this app to be running on background when not in use, there is a way you can turn this
off. Kindly follow the steps provided below:

• In Cortana, type Privacy Settings
  and press Enter.
• Look for Background apps.
• Look for Photos in the list.
• Flip the switch to Off.
• Restart your computer.

After you restart your computer, you can check if the Photos app is still running in background. You can use these steps to turn off any running background applications as it is not limited to Photos
app alone. In this way, you can conserve a lot of power and process allowance.

I just followed these instructions, and now have to wait to see if it works. I'm hoping it solves your problem, too!

even though photos is turned off in the app setings it randomly turns on which makes me think their are spy-Hackers sorting my pc !!!!!!!
