Windows 10: How can I stop the 'ProxySettingsPerUser from changing

How can I stop the 'ProxySettingsPerUser from changing, this is not being done by anyone using the computer it is happening some other way. This means that I keep getting challenged by recapcha. Have tried enabling it via regedit but it still does it via some 3rd party. Any assistance would be appreciated but I do not have in depth knowledge so please make the answer as easy as possible to follow! Many Thanks

Cannot change the manual proxy setting in Windows 10

Step 1 :- Win + R button

Step 2 :- Type regedit in Run dialog box and click on yes

Step 3 :- HKEY_LOCAL_MACHINE->SOFTWARE->Policies->Microsoft->Windows->CurrentVersion->Internet Settings->ProxySettingsPerUser

Step 4 :- Change value of ProxySettingsPerUser (Type REG_DWORD) to 1
