Windows 10: how can I talk to a tech support person

how do I phone a tech support person I'm not getting any help because I don't understand what my computer wants me to do

I installed Windows 10 and my FSX program is unusable. Supposedly someone TALKED to a tech support person who was able to solve this problem. Is there any way to actually TALK to a Microsoft tech support person or are we simply on our own? I can't find
any phone number.

 

Live chat support - Talk to a person feature not working

I've been trying to get support from the live chat of both Skype and Microsoft (including the Get Help app of Windows). None of the topics suggested addresses my question, so the chat app finally gives the "Talk to
a person" option. When I click it, nothing happens. It's supposed to give options like 'call me back' or 'chat with a person' etc, but none of those options appears. There's just a box that says "Talk to a person" but the options are not visible. Is this just
a glitch, or is the live chat with a person feature not yet functional?

I was talking to a customer service peraon who said tech support could unlock my computer but I need the number or a link. I have a reference number from our chat I can't seem to be able to talk to a live person again I keep getting the **** virtual agent.
My compute randomly decided to stop accepting my password .
