Windows 10: How can I transfer my windows 10 pro (NOT OEM) to my new pc

I see a lot of post saying it's not possible with a OEM license. I understand that. I don't see a lot of information on how to transfer it if it's not OEM.

My new PC is starting fresh on a new SSD. How can I transfer the license exactly? Is it going to prompt me something during windows installation? Do I need to unregister my old PC first?

I have a license for a Windows 10 Pro full version. I buy a new pc with Windows 10 Home OEM. I remove the Windows 10 Home OEM and install the Windows 10 Pro full version on the new computer. I don't intent to use the Windows 10 Home OEM for anything. Can
I boot the new pc with the SSD from the old pc with the W10 Pro full version?

an Alienware 15 R3 laptop (with of course a Windows Home OEM installed).
