Windows 10: How can I upgrade OS when Windows Update fails, Reset PC fails, Recovery option fails?

Windows update succeeds on Windows defender only. The notification says my computer is missing important security updates but when I click check updates it goes nowhere and leaves me with same notification Did the troubleshooter and Update Assistant.. Repeated attempts to upgrade via Media creation tool, upgrade asssistant, fails at approx 75% with a message no error code saying "We can't tell if your computer wants to continue with setup. Try restarting setup". Same message no matter what method of installation I try. Attempts to reset and recovery results in the same problem and that sa

Windows update failing

The updates that are failing are

KB2862152 and KB2545698 for the important updates and KB2830477 for the optional update.

If I try to do them all at once they are 10.5 MB and they will get to 77% downloaded then fail.

 

Windows Updates failed to instal

I just did step one and they have just all installed.... thank you so much.... it was quite frustrating having that update window pop up every 5 minutes and failing to instal every time
