Windows 10: How can WSL 2 powered by Hyper-V be on Windows 10 HomeV?

On the WSL2 docs, it said "WSL 2 is available on all SKUs where WSL is currently available, including Windows 10 Home". However, WSL 2 is powered by Hyper-V, a technology of which docs stated,doesn't support Windows 10 Home. How can it be possible? Is the Microsoft's docs are actually inconsistent?

Windows 10 host freeze in random time when Hyper-V is enabled

Hello everyone,

My Windows 10 starts to randomly freeze when I upgraded from Home to Pro edition 1-2 years ago. The screen is freeze and not
responding to the mouse and keyboard, and the only way to solve is to restart by the power button. I am able to fix it by disabling the Hyper-V and confirmed that it happens because of Hyper-V by trying to re-enable and disable several times and
saw the freeze occur only I enable it. I disable Hyper-V, and my computer works perfectly fine until I update to Windows 10 version 2004 when the freeze starts to happen again. Currently, my Windows 10 is disabled Hyper-V but running some WSL 2, so I suspected
that WSL 2 cause this freeze again. Is there any way to verify the problem and fix it?

Moving Hyper-V to Another Disk

1. Export the virtual machines to the drive where you want to move them (tutorial).
2. When all VMs have been exported, delete them in Hyper-V Manager.
3. When Hyper-V Manager is empty, not showing any VMs, import the previously exported VMs (tutorial). In Option One Step 6 of the tutorial, you need to select Register the virtual machine in-place, or if choosing Option Two in tutorial, select Step 2.

Where is the Hyper V Manager, How to I start it ?

I am trying to setup an XP virtual Machine on Windows 10 Pro.

I followed the steps in Neil Peterson article of 5/9/2016.

System Requirements - done - ok

Install Hyper-V - done - ok

Create a Virtual Switch - skip

Create a Virtual Machine

Create a Virtual Machine with Hyper-V Manager

These steps walk through how to manually create a virtual machine and deploy an operating system to this virtual machine.

Uhhhhhhhhh - this step obviously implies one knows

1) Where the Hyper-V Manager is

2) How to start the Hyper-V Manager

Isn't that odd ?
