Windows 10: How did you process a payment off a card you don't have authority to use

Hi, you took money off a card you don't have authority to use, is not on my Microsoft account, for a product I cancelled. This is theft and illegal, refund my money

sir, am using nokia lumia 820... bought from singapore... now am in india, tamil nadu...

when trying to purchase any app int he app store, I get an error: Your purchase method couldn’t be authorized. Please try again later or select a different payment method. now I can't pay for anything with any method (I've tried them all). Even on the
phone itself I get the message "Sorry we can;t complete this transaction. It's possible that your credit card has expired . Try another payment method or add a new credit card." It gives this message for credit cards, all payment types.
