Windows 10: How do I access background app permissions? They don't exist in my settings for Apps or Power.

Hi. I have had an issue with Xbox Live Party Chat where the app only recognizes my voice if I have the windows+g overlay open. That issue has been happening for about a month now and there was a little yellow triangle with and exclamation mark at the top which had no writing next to it until today when I got the most recent update for the XBOX app. It says that the console companion does not have permission to run in the background, but I have never touched background permissions and was able to use party chat just fine for years before this. Apps only run as background pocesses

To manage background apps in Windows 10, you can follow these steps:

• Go to Start menu and select Settings.
• Click on Privacy on the Settings window.
• Scroll down to the bottom of the list and select Background apps.
• You’ll see a list of apps that have permission to run in the background with an
  On/Off toggle.

Background applications

control which apps are allowed to run in the background. To see which apps have permission, just follow the below steps:

• Open the Start menu or Start screen and select “Settings.”
• Click or tap the “Privacy” icon in the Settings.
• Scroll down to the bottom of the list and select “Background apps.”
  
• You’ll see a list of apps that have permission to run in the background with an “On/Off” toggle.

Just bear in mind that, apps normally run in the background to update their live tiles, download new data, and receive notifications. If you want an app to continue performing these functions, you should allow it to continue running in
the background.

BUG: App's background permission reset after update

If I set an app's background permission to "not allowed," that permission setting is reset to "allowed" after updating the app.

Here's how to reproduce the bug:

1. Turn off automatic app updates.

2. Wait for an update for an app that has a changeable background permission. Do not install the update yet.

3. Change the app's background permission to "not allowed."

4. Install the update for the app.

In this scenario, the app's background permission reverts from "not allowed" to "allowed."

I am experiencing this bug on an AT&T Lumia 920 running Windows Phone 8.1 (Lumia Cyan).
