Windows 10: How do I access my Seagate external hard drive on new HP Laptop?

I have the hard drive connected and can see it is being recognized by the laptop both under devices and under Disk Management. I can see Disk 0, which is my laptop's storage space, and I can see Disk 1 which is the external hard drive. Under properties partition 1 is healthy. I renamed partition 2 of Disk 1 to New Volume D: which now also shows up in my Disk Management drop down. My problem is I cannot access the files on the hard drive or open it in any capacity to try to transfer anything onto this new laptop. Cannot find (Seagate) external hard drive in File Explorer.

1. I would recommend you to check in Disk management, if the (Seagate) external hard drive is detecting in Disk management. Follow the below steps:

a. Press Windows Key + R and type diskmgmt.msc and hit
Enter.

b. Check if the system is detecting (Seagate) external hard drive and let us know.

2. What exactly happen when you try to access on the hard drive? Do you receive any error message/error code?

windows 10 does not allow backup to seagate external hard drive

Problems with new HP laptop. "CRITICAL ERROR" HP took command and reinstalled windows 10 and deleted my old accounts, set me up with a new one. I checked to see if my Seagate exernal hard drive was backing up information. NO I have tried to back up
with Seagate and Norton. NO success. I assume there is something I haven't found yet to access /allow backup on an external hard drive
