Windows 10: How do I allow access for a command prompt program? texconv

I am trying to convert some png to dds using texconv DirectXTex and I keep getting this error. I have tried running command prompt as admin I have tried running textconv as admin I have tried running them both as admin. I have turned my user account control settings down, I white listed it with windows defender and I set full control to everyone in my files security. I have re downloaded it to make sure a file wasn't corrupt and I have tried different pngs that I need converted. I have no idea what I am doing wrong. Would I just follow the same steps within safe mode after hooking up to the other system?

I am repairing a laptop for a friend and I need to access windows in safe mode and the owner has forgotten the password to the main user. I tried logging on with the administrator profile in safe mode but it is not showing up so I was going to use command prompt in safe mode with command prompt but command prompt will not open when I boot that option. Does anyone have any hints for me to figure this out?

Command prompt is only accessible from the Administrative Profile, this is to prevent general users from accessing and bypassing controls.
One method is to remove the drive and connect it to another system.
